It was not a decision made with relish, nor one the mage negotiators suggested. We fought against it as long as we were able to. None of us are happy with it, I promise you.

This was Chantry influences. The mages who acted want equality and freedom for all, not to push it off.

And the religious forces benefit from dividing us. This is not on the mages, and the Rifters are not a lesser group. You are angry, rightfully so, but we want an end to phylacteries, not a spreading of them.

From my understanding, serah, they were spread too thin to do so without sacrificing the wellbeing of our own native mages.

We are diplomats, not miracle workers. Do you expect water not to freeze if you argue hard enough against it? Stop a body losing blood with willpower?
