[ he's steeped himself in carnage and war for a century against the kind of imperialism this sort of law comes from. attempting to reason with him on it now is not likely to be successful. ]

I can tell you with absolute certainty that at least two did not. I do not know the other two enough to say, as I was not there.

But I do know that this was coming all along. That mages did not suggest it, and that mages do not have the power or authority to make demands of this organization. Blood leashing has been used for power before, and it was only a matter of time before they attempted to go further.

We do not have to be kin, but we could stand together against phylacteries altogether. The practice needs to end. Completely. The only way that gets done is by identifying the actual enemy, rather than us fighting each other because fighting will only weaken us against those who would track and cage those they fear.
