I understand that there are a great number of questions and concerns at the moment regarding the Inquisition's proposed policy of phylacteries for Rifters.

If there are concerns that anyone would wish to make known through official channels, the Research Division has been appointed to handle the research of this new, proposed policy. [ very pointed stressing. ] My office is where it has always been, and any concerns should be turned into the box reserved for correspondence of that nature.

I would remind all Rifters that we are yet considered a single unit. [ remember the curfew? ] That poor behavior will affect all of us- indeed, anyone currently afflicted with a Shard. I would advise them that this is never as true as it is now, and that consequences for actions taken in the heat of the moment are the same as those made when rational.

[Why they felt they could bargain away someone else's rights in exchange for their own was another question. But not one Obi-Wan can answer.]

I want to believe that honor and justice still have a part to play, but-- [But the blood of a thousand dead Jedi have washed most of that hope out to sea. Still, stranger things have happened.] The Inquisition itself might be our only real ally in this, if for no other reason than that they cannot do without us. Remember that, Ben. Don't lose sight of your allies.

Why would the mages do that? If they know what it's like.

[It makes sense, but it wasn't exactly something he liked. He didn't know any mages particularly well to judge what they would do.]

They aren't our allies if they're trying to push this on us. Notice or no.

[Even so, what Obi-Wan has said sticks with him. The mages. Could they really have struck a bargain? Was there no one they could trust?]

Because they're desperate; they don't think they can win their freedom without offering something else in return. They must be lacking in leadership.

[That much, he doubts. Leadership? They likely have that. Strong, capable leadership? Another thing entirely.]

This is politics. The Inquisition will only bow to that kind of pressure if they believe they must. We have the stronger claim, and if I know Thranduil, much stronger ability to argue. Patience.

[He sighs to express his disappointment in Ben's assessment of what patience even is.]

Think with your head, not with your gut. The Sith might have taught you to trust your fear and anger, but that won't serve you here any better than it did with me. Wait. If you must strike, wait until the last moment then do so when and where it will be most effective.

Wouldn't it be better for everyone involved [Rey] if we didn't need to strike at all?

This war council - they're in Skyhold, correct? How close are they that they can affect what happens in Kirkwall?

[He knows his questions are endless, but it's only because Obi-Wan is actually supplying him with context. His impatience also translates into a thirst for information. He needs to know what they're getting into and just how hopeless it would be to fight back, if it truly is.]

What the Sith taught me kept me alive, unlike the Jedi.

[Yeah. He may hate Snoke but at least he hadn't killed him. Yet. He and Rey had taken care of that themselves.]

Aren't Jedi about maintaining balance? How is waiting maintaining balance?
