Good morning, Inquisition. The Division Heads would like to congratulate you on your performance and conduct at the Tourney. You all did admirably, and your hard work is much appreciated.
The previous curfew on rifters has been lifted, however, we would remind all those who reside in the Gallows that the last boat to the Gallows depart at midnight, and the next not until 6am the next day.
If you are unable to make the boat and are not on an assignment, we request that you check-in with your respective Division Head via the crystals, so that we know you are not in danger. Obviously this not apply to those who reside outside the Gallows on a permanent basis.
For those unfamiliar; Provost Thranduil heads Research, Scoutmaster Ashara heads Scouting, Commander Coupe heads Forces, and I am Herian Amsel, recently made head of Diplomacy.

[The upcoming negotiations are never far from her mind; knowing that there's another advisor there who knows the Chantry as well as Herian? It's not a comfort (there aren't comforts when this is your life being decided upon) but as good as.]
Does this mean the project we spoke of before will still be ongoing, but perhaps in a more official capacity once things have died down? You'll have the resources to do it, more people to help.

The effort with classes? There have been disruptions, of course, with matters such as the tourney, but as you know, we have been able to carry on. We are fortunate that there are those amongst the Chantry who have taken to it so enthusiastically, to support it when those involved with it are required to be elsewhere.
( She exhales. )
Certainly I would love to be able to donate more resources to it. I fear that the reality is that more funds towards it would have to be generated by other means; the Inquisition offers aid where it can, and must keep food in the bellies of all those working for it, and enough to fund the various missions we go on. If we can secure more funding and support for the Inquisition to allow more flexibility in the budget, there may be opportunity to expand it further. I suspect at present that to press on it overmuch might set the whole endeavour at risk. Better I think to continue, perform to the utmost standard, and expand when it will not create an uproar or protests that place the project at risk. Though it has its supporters, there are many who would be happy to see such a project fall apart.
( If nothing else, she has learned that from being elfblooded and a mage: people are ever ready to cut you down. Move with caution. She does not always excel at it, but she has learned it all the same. )
I do, however, have an assignment that I would like to beg your assistance with, if you are so inclined.

Given the phylactery...discussions, I'm not sure how my own involvement might be able to go in public. My assignment during the tourney with the Chantry wasn't successul, nor was it a case where I would have wished to push in the current climate. [There are times for the proper application of heat. When you happen to be in the pan yourself is not one of those times.]
There might be something Naval Presence can do; fish overpopulation, an even split between the Gallows and elsewhere in Kirkwall that need it when fish doesn't keep quite so well otherwise but would hopefully be appreciated. As I said, my assignment was unsuccessful to even have the names of lost rifters read during All Soul's Day rites at Kirkwall's Chantry, she refused on grounds that it would distress those who lost people to hear their names read out against possible demons. [No heat in her voice, a very calm acceptance of a woman whose hands are tied same as everyone's are, that opinions are allowed. Right now, the last thing to be done is to go rocking the boat or they'll all tip out.] I understand where you're coming from, I just wanted to see where things stood and if anything had changed, I'm still here but if I have to step back, I'll step back.
[Pending Skyhold negotiations. This means so much to Herian and in a greater scope that as much as Araceli wants to be involved, she's not going to jeopardise it if a rifter being there causes trouble.

I have a mind to approach the Chantry to try and present to them reasons why removing their support of rifter phylacteries would be advantageous to them, challenging though the effort will be. If at all possible, would you be able to help me with approaching those outside the Inquisition who have benefitted from the work of rifters? Townspeople from towns and villages close to rifts that have been closed, those who have been aided by missions and assignments completed with rifters as part of the groups who assisted, and so on? Some of the Brothers and Sisters who have worked with rifters in the Alienage and Darktown have been so kind as to write letters regarding these efforts and have volunteered to assist further by coming to speak at the meeting.
I trust your judgement regarding matters of Naval Presence and what it can do it assist, as well.

The sailors might put in a good word but Llomerryn is a distance from us. And Llomerryn is neutral but carries with it a reputation, the word of a captain might harm more than help.
[Here is where she looks for Herian's input, who knows Chantry politics better than the Game or Araceli's willingness to see how people might be manipulated.]
We receive word from Llomerryn as to the movements of both the Venatori and Qunari advancement if they come. Much of the work is to keep the waters and surrounding areas clear and safe for the sailors so we might have good relations and trade. That can only help.

Our relationship with the Qunari is part of the Other Powers project, and that project has suffered since Kit's passing. Both it and the Chantry Relations project now lack leadership, but I think much can be done. I will certainly look to the matter of the Qunari to see how things might be furthered.

[Or not, hard to tell with some of the twitchier types when it's within the Chantry but the news itself would've spread given the mission itself so there's that.]
I've spoken with Enchanter Julius on the chance anything about Corypheus might turn up since Venatori or even Tevinter movements would be helpful there but as soon as I know anything, you'll know. Once it gets here. Honestly if there was a place I could toss a sending crystal it'd be somewhere like that, do you have any idea how fast dreadnoughts move? [No Araceli she's not a ship person like you.]
