( A quiet clearing of the throat; one can naturally assume it is a very beautiful clearing of the throat, done by a very beautiful man. )
This matter of the phylacteries for rifters⦠it seems sensible. If they are such a valuable resource to the Inquisition, the closing of rifts, and so on, being able to find said resource if a rival power were to try and overpower them and abscond with them makes sense, I think. For their own safety, for our own safety. If Corypheus and his forces were, for example, to make an attack on a party closing a rift and kidnap those rifters for nefarious purposes, it would be better for all if we were able to find them as quickly as possible. The phylacteries are an established way of doing just this, no?
By all means, if you wish to see the world end, protest. Even if this is not your world, though, I think we can all agree that you are currently in it. Itβs fate is not entirely irrelevant to you.

And please, know I mean this helpfully, and not to be difficult: rifters are arguing both ways on your being forced to be here, and your benevolence in deigning to be with the Inquisition. It might better serve your purposes to come to agreement on where you stand on that, because at present it makes all arguments inconsistent.

That fact I realize, though it's asking for order spun from chaos in a matter of hours. We've only known of this policy for a day or so. [ more specifically, what he means: ] Rifters are not a unified people, many of us have never so much as met. We're of vastly differing worlds, creeds, races and values. Asking us to come immediately to a consistent opinion on this is like asking all green-eyed Theodosians of elven, human, qunari, dwarven, templar, mage, dalish and chantry backgrounds to do the same. It will not happen overnight.
Though, it's foolish for any to assume Rifters would have watched the mages struggle so hard to free themselves of this mandate they've loathed for apparent centuries and not face the concept of taking their place with dread.
