[Or it makes sense, at least. Heating on a lower level helps the upper, but heating on upper levels never seemed to do the same.]

But say we put you in a big basket, and we take... Do you have balloons? A big sack. One that doesn't allow a lot of air through. And we tie the sack to the basket, and then we make the air inside the sack hotter, with, I don't know. Kids who throw fire out of their fingers.

And the sack has to be big. Really big. It's not subtle. And you can't steer—you go wherever the wind thinks you ought to go. Back when they used them for surveillance they had to do it at night, and they tethered the baskets to the ground so people didn't drift off over enemy lines.
