Both. Fight and sailing are both needed for war at sea. And it's my understanding that the Inquisition means to assemble a fleet. The ships they can acquire, but they lack proper crews.

In peacetime, your only concern is the sea and the vessel under your feet. In war, its that, along with ever other ship you pass, and ever unfamiliar shore you near.
Navigating waves alone is a thing all sailors know. Navigating them while making for tactical positioning, keeping in mind where your guns are and where their's are, what the range is, how fast they're going, and how best to cripple the ship before you can board all must be factored in on top of that, before even coming to the physical fight between crews.
