And the church was losing a lot of their big bad anti-magic Templars, and it sounds like it was so intense that a lot of people just told the church to fuck off and kept doing their fighty thing. I'm just saying. Long and costly wars? Generally nobody wants to try and recreate those. And doing the exact same thing as they did before, not gonna go well. Kinda depends on who ends up your not-Pope at the end of the day, I guess.

[ The mages seceded from the Chantry first, but the Templars were not far behind, refusing to cooperate with a Divine they believed had been too lenient. If the Chantry says there are to be no more Circles, after this war, the Templars could continue to say it's abdicated its responsibility and come after them anyway, the same way they did before, with confidence born of the fact that they had already been close to winning last time, no matter who among the Chantry does or does not want a costly war. Putting the mages back where they came from may be the only way to stop it.
