There's an awful lot of ground between indiscriminate murder to draw attention and sitting back being normal in the presence of a few locals and hoping for the best. Surely there must be some other political efforts in progress here? If it's that you don't believe that I'm truly on side then please reach out to whoever in the rebel army you trust. They can tell you I'm no Chantry-loyalist spy.
