Greetings and good day to all,

As you all know, we are honored to have two new division leaders, Madame de Cedoux and Messere Thranduil.

Unfortunately, as some of you may have noted, our relationship with the natives of Kirkwall has grown increasingly strained. Part of this uneasiness is due to the recent influx of rifters as both leaders and agents within the Inquisition. A regrettable if not unpredictable fear, and one that we are currently taking measures to counteract.

While we as leaders are doing everything within our power to help the situation, this problem affects this outpost and its agents as a whole, and will only be solved by that whole working together toward the same end. There are many ways that anyone who wishes to help can do so, and if you have any ideas, or wish to put together a group to attempt to spearhead any projects, we welcome this and invite you to bring them to your division leader.

However, a handful of projects alone will not create a long term solution. The problem at hand is no small matter, and it will take time and effort to mitigate. The true path to our goal lies in the numerous, small but vital, day-to-day tasks that everyone participates in as they go about their business within the city.

Native agents are expected to mind their conduct among the citizens of Kirkwall, and to be mindful of what they say around others. It's recommended that you refrain from making any untoward comments regarding the rifters, whether you are asked by a citizen, or bringing it up on your own. They are as much members of the Inquisition as you are, and we ask that you treat them with the respect due each member.

For rifter agents, we also expect that your conduct be befitting of our organization, and know that your actions and your words will be closely watched, and weighed more heavily than others. In order to ease both tensions regarding rifters, and the treatment you receive due to that tension, it's recommended that rifters who have not yet done so take steps to start adapting themselves to better integrate into Thedas. We understand that this is no small undertaking, and those who are struggling to adjust are welcome to approach their division leader for instruction.

Barring disciplinary incidents, no one will be forced to alter their behaviour. However, those who do not wish to accomodate may find themselves in danger from citizens who are fearful of rifters. In light of this risk, new guidelines are being instituted for the safety of these individuals, and to ensure that we do not create a cycle of disorder and anger. We must require that rifters who will discomfort those we wish to protect may not enter the city of Kirkwall proper after nightfall, and are not to do so unaccompanied during the day.

It is our hope that these measures will be temporary, but while in action they will serve to keep the present situation from escalating.

One thing that we will expect all agents to refrain from is to attempt to ease tensions by presenting material gifts to citizens. While we will not be reviewing agents’ personal expenses and understand personal gestures between friends you may have made, bear in mind that we cannot bribe away deep-seated misgivings nor should we lead Kirkwall to expect the Inquisition budget to meet their shortfalls.

In promising news, the division leaders have spoken to the Viscount, and he has agreed to work with us to organize a diplomatic event for the nobles of Kirkwall. This will serve to open a dialogue between us, giving the opportunity for some of Kirkwall’s leadership to see for themselves agents of the Inquisition both native and rifter alike have their best interests in both heart and mind.

Participants will be selected by the leaders individually, based on their service record and ability to represent the Inquisition at a delicate time. They will be expected to speak to the nobles gathered and answer any questions they might have, and to be beyond reproach in their conduct. Everyone in attendance will be under a high level of scrutiny, and we have equally high expectations of your performance.

With hard work, good will, and time, we are sure that these problems will pass into history, but we will all need to come together as a unified front and provide that hard work and good will if we wish to see the changes we desire. Should you have any questions or specific personal concerns, you may contact your division leader to discuss them.

One final note: As the position of leader of the forces is currently empty, any member of forces who wishes to contact a division leader may speak with any division leader they feel most suitable. Additionally, the present division leaders will be selecting members from forces for the aforementioned event and will be in touch in due course as with their own agents.
